Transforming Communities: RQAW | DCCM Secures Over $35M in Funding for Infrastructure Projects

Over the past five years, RQAW | DCCM has successfully secured more than $35M in grant or loan forgiveness funding to support communities across the state. These funds have enabled us to replace aging water distribution systems, upgrade wastewater treatment plants, replace lead service lines, and incentivize new residential developments – all designed to meet the needs of communities both now and in the future. RQAW | DCCM is proud to have played a vital role for the Town of Wheatland receiving one of the largest single-community grant packages ever awarded by the State Revolving Fund (SRF), which secured $14M for the new Wastewater System Improvement project for their community.

Our Process

At RQAW | DCCM, we believe in a streamlined approach to secure funding, starting with actively listening to our clients. Each community we serve understands its own needs and goals, whether that involves addressing immediate problems or planning for future growth. By thoroughly identifying these needs, our team will communicate this to various funding agencies and optimize our client’s chances of funding success.

Once these needs are identified, RQAW | DCCM considers which project component should be funded by which funding industry. While USDA Rural Development and the Office of Community and Rural Affairs (OCRA) often prioritize projects that serve new or existing single-family homes, programs like SRFs are more flexible and can contribute to economic development goals.

RQAW | DCCM goes beyond traditional funding methods and explores non-standard funds to maximize grant dollars over loans. Our team helped the City of Alexandria secure over $500,000 in funds through the Indiana Department of Transportation’s Community Crossings Matching Grant (CCMG) program. These funds were used to install permeable pavers, underground detention, and a network of storm sewers to help the city address their Long-Term Control Plan with the Indiana Department of Environmental Management (IDEM).
