Troy Woodruff
Troy’s philosophy on running a successful business is simple, yet it’s proven to be true for RQAW: “Hire the most talented people you can find in their field, with good attitudes and personalities, and let them do their jobs. Support them and take care of them but trust them to get the job done on their own.” He is proud of the company’s recent growth and is always seeking new ways to improve the company and services to better help clients. A graduate of Indiana State University, former Indiana State Representative, Former Chief of Staff and Chief of Operations for the Indiana Department of Transportation under Governors Daniels and Pence, Troy is also a former Marine who grew up in Odon, Indiana. He is married to Melissa and they have 2 sons, Austin and Evan.

Lisa Casler, PE
As President of RQAW | DCCM, Lisa offers a fresh and unique perspective as a woman in a traditionally male-dominated industry. With over 27 years of experience in the transportation engineering industry, Lisa has made significant contributions to RQAW’s success in a variety of roles. She excelled as Director of Roadway Services as well as Division Director of Transportation, where she was responsible for overseeing the delivery of all transportation projects and services across seven departments. Her ability to lead has been instrumental in advancing the goals of the company, and she is committed to preserving the reputation RQAW | DCCM has built over the last seven decades.
Shane Spears
Shane brings 30 years of valuable experience in the transportation industry, managing a variety of daily operations at INDOT. As Vice President of Operations, Shane will continue overseeing the Water/Wastewater and Survey departments along with overseeing operations in IT, Marketing, and Business Development. Shane’s focus will include developing and implementing new processes, strengthening existing relationships, and exploring new business opportunities.
Pete Peterson
Pete has over 30 years of diverse industry experience in growing market share and negotiating complex business transactions. Over the last nine years, Pete has led our Business Development team during a period of record growth, and his involvement with both clients and projects in the Architecture and MEP industries makes him well-positioned to now lead our Architecture and MEP teams into the future. As Vice President of Buildings and Places, Pete will be working with leadership in those departments to continue bringing RQAW | DCCM’s depth of expertise to our Indiana clients as well as exploring opportunities to expand our services nationally.
Jeff Fisher
Jeff has nearly 30 years of experience in various industries including service, technology, banking, commercial construction, and, most recently, human resources. He is a natural leader who thrives in helping others achieve success. He also has a proven track record of recruiting for large corporations, which he has carried over to RQAW | DCCM that has aided in the growth of the company.
Randall Brooks, PE
With master’s degrees in engineering and business, Randall has the knowledge and experience to determine the most economical solutions. As Director of Bridge Services, Randall has 20+ years of lead design and project management experience along with expertise ensuring bridge designs conform to project’s maintenance-of-traffic plan to streamline effective traffic flow. He has provided design and project management on Design-Build and Design-Bid-Build projects throughout the state of Indiana.
Chriss Jobe, PE
As Director of Construction Inspection, Chriss brings RQAW | DCCM’s clients extensive experience and expertise in construction contract oversight and management. He has a thorough understanding of all transportation construction types, including heavy embankment, geotechnical mitigation, bridge foundations, small structure installations, bridge construction, MSE wall construction, pavement subgrades, pavement rehabilitation, HMA pavement construction, PCCP pavement construction, urban intersection construction, water distribution, wastewater treatment, levee construction, and environmental mitigation. Chriss has earned industry certifications in stormwater management best practices, traffic workzone layout, utility coordination, contract claims avoidance, contract risk management, value engineering, constructability review, and critical path method scheduling. Additionally, he has been recognized throughout the industry for his ability to consistently advance and successfully deliver the most challenging construction projects.
Joe Dabkowski, PWS
As Director of Environmental Services, Joe is a certified Professional Wetland Scientist (PWS) specializing in NEPA documentation, wetland ecology, and permitting. With over 18 years of experience in NEPA documentation, Joe is highly skilled at managing environmental aspects of transportation projects. He has played an integral role in the completion of nearly 700 Water Reports and Permits statewide environmental documents involving federal, state, and local funding sources. Joe’s in-depth understanding of each project’s environmental requirements enables him to complete projects efficiently to keep the overall project on time and budget.
Nick Bergman, PE
Nick brings over 20 years of diverse design experience encompassing stormwater management, hydraulics, and hydrology of large and small infrastructure projects. He understands the hydraulic analysis and permitting processes and can ensure that design, permitting, and detail design are choreographed in an appropriate sequence to meet demanding project delivery schedules. He has been directly involved with the hydraulic modeling and completion of Construction in a Floodway, 401/404, and Rule 5 NOI permits. In addition to his hydraulics experience, Nick has developed a strong relationship with state permitting agencies, such as the IDNR, IDEM, and USACE.
Chris Buergelin, PS
As Director of Land Survey & Right-of-Way Services, Chris will manage and oversee a wide range of transportation projects requiring surveying and right-of-way services. Throughout his more than 24 years of experience, Chris has completed several projects in all six INDOT Districts and numerous INDOT LPA’s. Chris will utilize his in-depth knowledge throughout each project’s life cycle and train junior members to ensure RQAW | DCCM’s high-quality standards are continually met.
Nicholas Hoevener, PE
Nicholas has 11+ years of roadway design, structural design, and project management experience. Throughout his career, he has become well-known for handling multiple projects at various complexities. As Director of Roadway Services, Nicholas will ensure excellent customer service and high-quality project delivery as we strive to exceed the expectations of our local clients and continue to grow and expand at the national level. He and his team will strive to deliver cost-effective designs that meet or exceed a client’s expectations.
Aaron Crow, PE
As Director of Water/Wastewater, Aaron brings over a decade of experience in analysis, planning, modeling, and design services for wastewater, water, and stormwater projects. Aaron has helped many cities and towns pursue and secure OCRA and SRF funds for various wastewater and stormwater improvements to meet their long-term control plan, resolve local flooding issues, design new drinking water and wastewater treatment plants, and address phosphorous effluent limits set in their current wastewater permit. Aaron has experience with multiple software programs such as: InfoWater, PCSWMM, Storm and Sanitary Analysis, HY-8, StormCAD, HEC-RAS, HEC-HMS, and ARCGIS.
Michael Garringer, AIA, RID, NCARB, LEED AP BD+C
As RQAW | DCCM’s Director of Architecture, Michael brings over 25 years of experience in planning, designing, and constructing projects encompassing a diverse range of architectural project types. He is experienced in all project phases, from planning & design through completion of construction, coordinating the efforts of clients, consultants, contractors, and government agencies. His excellent technical qualifications complement an inherent sense of creativity in the design of architecturally strong and functional facilities. Michael is highly organized, proficient, and detail-oriented, which allows him to work well with others for successful project delivery.
